Support QuasiQuotes scoping

For example, when using reldir QuasiQuoter from path library like this:

{-# LANGUAGE QuasiQuotes #-}

module Sandbox where

import Path (reldir)

foo = [reldir|aba|]

I get Scoped None but expecting GlobalSymbol (Value "Path" "reldir") ... or something like that.
