Make the languages and locations not hardcoded

Right now in Resources.js, the locations and languages to select from are hardcoded. They should instead possibly be derived from the resources themselves.

Alternatively:
Gloria mentioned that it might be nice for admins to be able to add languages on their own. This idea should be explored. It is important to note, however, that we do not want to clutter the languages selector on the resource filtering page. This could involve just having a select few languages, and then an 'other' option.
