Uhandled exception on starup

Describe the bug
When starting up, an unhandled exception is thrown, and the program crashes entirely.

To Reproduce
Start add-on manager.

Additional context
Add-on manger is completely nonfunctional. Upon next patch, without the ability to update arcs-dps, gw2 itself may become broken.

I posted on reddit before I found (or refound I guess after several years) this github and edited the github link in later.

This is problem on your folder/file permissions that denies acces to update-placeholder.yaml . Fix write, modify permissions on addon, and program folder

What folder? I can't even find this file location. Not sure how any of this got changed anyway; I touched nothing at all. I did take a break between the 2 expansion releases for a bit though, and this happened when I came back.
