Intellij Platform/IDEA plugin for Declarative Gradle

While the Declarative Gradle EAP starts with Android Studio, we would like to have other IDEs to provide support for Declarative Gradle soon, as plugins. Such plugins would have functionality similar to what is described #52, and ideally implemented in collaboration with early Declarative Gradle adopters

The plugins should be published on Intellij Platform marketplaces and, ideally, available not just for IDEA but for other IDEs that support Gradle
