Tour translations re-deployment after appspot deprecation of Go1.9 (tracking issue)

The appspot -where the tour non-English translations we link to in are deployed- deprecated Go1.9. This means that old deployments of the tour translations that were not updated and re-deployed are currently offline with this error:

Go 1.9 is no longer available.

March 2021 update I've removed the links to offline translations in CL 298209. They can be added back when/if they come back online.

December 2021 update the French and Uzbek tours are offline, updated the list.

We don't control or deploy the translations, but we can request their owners to re-deploy. This is a tracking issue for that.
