When editing citizens' round 2 tweets, I tried swapping tweet 1 and 4 urls.
My changes did not save.
Tweet 4 does not load (added ?s=20 to the end of the url and now it's saved and loads)
Related to how we are Parsing URLs

Desired Behavior:

Save Changes and Load All Tweets
