Creation of a tool-cli with retorch-orchestration

As far as I understand, this module is who generates a jenkinsfile. As we talked time ago, this could be accomplished by providing this module as a CLI tool. If so, generate an uber jar with the appropriate parameters and (manually) test that everything works with fullteaching and eshopcontainers. Remembar that every build generates the branch snapshots to allow this kind of test without releasing anything to maven central.

This could be posponed, in this case, create an issue for it to handle just after this PR is merged (and place the id here)
