Actions doesn't support only Linux. We could add macOS CI too. @scpeters has an example on SDFormat in gazebosim/sdformat#414.

do we want to put multiple actions in subfolders of this repository like https://github.com/Homebrew/actions ?

I don't have a preference. Whatever we do, we should just make sure it's well documented and discoverable.
