Variant annotation supports searching by referenceName and referenceId. Currently, only search by referenceName is supported.

I didn't realise this was in the schemas... Not sure I agree with having two options for specifying references. I guess it's fine if they are clearly documented as mutually exclusive. In any case, we should definitely implement this, since it is in the schemas.

Is this included in the compliance tests?
