[ENHANCEMENT] Expose the "opa check" command through regula

Describe the bug
Right now, we cannot run opa check on regula rules, since they often import regula-specific packages such as data.fugue. It would be great to expose this capability from opa to users through the regula CLI.

Surely, the opa binaries embedded within regula have access to those libs!
