Requesting the following to have ion-kit debug mode be published easier

cmake package Halide.dll required dependencies in debug mode
cmake package Halide headers in debug mode
(Maybe?) cmake package .pdb files
(Maybe?) add Halide debug to cd/ci pipelines to generate debug mode on the fly.
