Once #168 lands, this is what the Lightning Gateways section looks like before you have any gateways connected to your federation:

We should either hide the section, or have a message that explains they have no lightning gateways, and maybe more information about how to set them up or what the ramifications of that are.

I think a message would be good. We should explain that lightning payments won't work until a lightning gateway is registered, and link to some instructions about how to run a gateway.
