Write a Better Description for NetCDF license

When we first started the Openlist, we procedurally created each licenses data. The issue? Most don't have great descriptions. So, if you would like to write a better description for the NetCDF license, please leave a comment below and we will assign the issue to you. The best way to write a description is to research the history of the license. Also, if you need any help writing the description or have any questions, please let us know. 😄
