Make the in-code comments in Verilog To Routing into doxygen compatible

vpr has a lot of code comments. It would be good if these comments were doxygen compatible.

Should these changes be made against upstream or the repo cloned under SymbiFlow?

PS: The tagging is slightly confusing with naming being slightly off (vrt-... vs project-...)

@Wallbraker They should be done in the upstream repo, the local SymbiFlow version is just a mirror.
