Feature

Allow sending system messages which remain only site only (no mail), or are UI only (no notification, only banner).

Additional Information

This would allow for lower priority messages, such as "we're looking for curators" or "here's more details for X project", which don't require notification, but are useful to have in a notable position. Reduces notification fatigue.
