Handle duplicate host entries

We've seen several test deployments that end up with duplicate host entries. This is causing the create-first-resources.rb to fail when attempting to setup the tunnel-zone. I have not root caused the issue, but looks like there's checks that could be added to create-first-resources.rb to better check existing entries.
