GetPayments requiring Payment_Ids

Per the API description:

Retrieves a list of payments from a shop identified by shop_id. You can also filter results using a list of payment IDs.

Per the reference:

payment_ids
required

It doesn't look like there's a way to actually get Payment IDs without this API, except via receipts directly. I want to get a list of all payments.

The API Tutorial Here seems to imply it's intended to be optional too.
