[OP Stack Deployment] Problem connecting to private ethereum network

Issue Description

HI, I'm tasked from my senior to test TPS of OP stack so I want to connect it to my own ethereum private network (I've tried Besu IBFT and geth clique) but there is always a problem with the step cast block _finalized_ $L1_RPC_URL and always get (code: -32000, message: finalized block not found, data: None). I've tried using one of the block from my L1 once but it will still cause a problem when starting op-node saying something like the expected hash does not match the computed hash.
I'm not sure if I can test the OP stack with some private ether network. Sorry if this is a duplicate or stated somewhere in the docs. I've read through the getting start docs and didn't see any mention of connecting OP stack to a private network with a problem like this.

I've tried connecting it to Sepolia testnet and test the network before and run out of gas twice. So my objective is to

1. test for the TPS amount that OP stack can handle
2. explore possibility of using rollup with private network (some of my team's projects might be required to be private)

I think the L1 dev chain needs to have the concept of the safe and finalized block.

You can try launching L1 with https://github.com/OffchainLabs/eth-pos-devnet which is post-merge ETH L1 devnet
