Issue Description

Running through instructions found on https://stack.optimism.io/docs/build/getting-started/#build-the-optimism-monorepo
when running:
throught the deploy.s.sol via forge
forge script scripts/Deploy.s.sol:Deploy --private-key $GS_ADMIN_PRIVATE_KEY --broadcast --rpc-url $L1_RPC_URL

getting error:
(code: -32000, message: replacement transaction underpriced, data: None)

solved, it was throttling from Alchemy:

Nice finding! I have this issue today, how do you solve it? Switching to another RPC provider doesn't work for me. @astro44@opfocus

Run the forge command with --slow to avoid this.
