Emmet menu items not showing up

I've tried installing / re-installing the Emmet.zxp for Dreamweaver numerous times now without any luck on getting it to work.

I'm using Dreamweaver CS5.

I see that the emmet files show up in appdata/roaming/adobe/dreamweaver cs5/nb_NO/Configuration/Extensions/Emmet.mxi

But nothing shows up inside Dreamweaver. If I, however, manually copy the html files + js files and paste them into C:\Programfiles (x86)\Adobe\Adobe Dreamweaver CS5\configuration\Commands\ , "Emmet preferances" and "Emmet" show up in the Commands menu...I've inserted the absolute path of the js files after click in the Preferences element. Then restarting Dreamweaver.. However nothing happens when clicking "Emmet" in the menu. And "Emmet" does not show up in the keyboard shortcuts menu.

Svenn... I realize I'm jumpstarting a very old comment here, but did you ever get this working? I'm running Dreamweaver CC 2015. I had to follow the same steps as you – manually copying the Emmet files to the correct Application subfolder, but no actions or command menus are working upon restart of Dreamweaver. Very frustrating.
