View any wallet balance?

I'm new to Electroneum, so maybe I've got this wrong. I was under the impression that a wallet balance can only be viewed with a view-key, but I can put any wallet ID into this URL and it seems like I can see the wallet balance - https://blockexplorer.electroneum.com/address/xxx

Replace "xxx" with a wallet ID.

Is this a feature or a bug?

It's a feature - most web blockchain explorers work this way
