Centralized Track-Cluster Matching

One of the key items identified in the July 2024 UGM is an centralized algorithm to produce track-cluster associations (see the discussions at the UGM and in the Aug. 27th, Sep. 16th, and Oct. 14th Reconstruction WG meetings). This algorithm would function as the starting point for both the eID and PF workflows, and is crucial to excising truth information from the existing eID algorithm.
