right now when using a column with numeric(2,0) the upsert function retains a (2) in the inputs definition:

CREATE OR REPLACE FUNCTION upsert_...(
...
  in_price numeric(2),
...
)

what we'd expect is

CREATE OR REPLACE FUNCTION upsert_...(
...
  in_price numeric,
...
)
