We needed to temporarily pin boto3 in this PR edx/configuration#22. See the comment edx/configuration#22 (review) for details. By May 31, it will probably be fine to try reverting and to see if the pipeline starts passing.

See Slack thread for more information about what was failing.

:stderr: ERROR: Could not find a version that satisfies the requirement botocore<1.35.0,>=1.34.116 (from boto3) (from versions: 0.4.1, ..., 1.34.115)
