App fails to build from 'Quickstart' instructions

A clean checkout and build of microprofile-conference fails. The instructions at https://github.com/microprofile/microprofile-conference/ state to run 'mvn clean package -P start,ui' . the mvn command fails with the error message shown below. Running 'mvn clean install' first allows the documented command to complete.

One should have to run the install target rather than just the package target as that is the only way the io.microprofile.showcase:microservice-speaker:war:1.0.0-SNAPSHOT artifact is going to be available for dependency resolution:
