Support settings users / teams as moderators for an organization

According to the documentation https://docs.github.com/en/organizations/managing-peoples-access-to-your-organization-with-roles/managing-moderators-in-your-organization a moderator can block users from participating to repos in the organization.

This is a needed feature at time and we should support setting it via the self-service as well.
