isPartOf should also support Items as parts of Programmes #364

isPartOf and its inverse hasPart are only available for the combination of EditorialWork and EditorialSegment. But it is reasonable to also represent Item as a part of a Programme, while both are subclasses of EditorialWork.
Proposal:
Allow EditorialWork hasPart EditorialWork and the inverse isPartOf
