Consider moving technical editing guidance to README

Per discussion on #1071, it might be good to streamline the contributing guide a little so that it's primarily aimed at non-technical folk (what they can do via the CMS and a brief rundown of what they can ask devs to do), then bring more detailed technical guidance into the README, e.g. the different implementations of redirects and when to use which one
