+- Introduce a new subproject: **AltDSS Oddie**. Oddie wraps the official OpenDSS binaries (i.e. the official OpenDSS Engine), exposing them with the same API as AltDSS/DSS C-API. There is, Oddie is a thing compatibility layer that allows consuming EPRI's OpenDSSDirect.DLL (and in the future `libOpenDSSDirect.so` on Linux etc.) through the projects on DSS-Extensions downstream to AltDSS/DSS C-API.
