Enable labeler for microsoft/service-fabric

Already prepared an issue labeler model for microsoft/service-fabric repo with its existing 70 labeled issues and 19 area labels.

But since most of the issues fall under two area labels so it seems like we need more sample data to help with training other area labels if we wanted the predictions to be more accurate.

@athinanthny would the microsoft service-fabric repo still want to set up issue labeling for area labels? wondering if more issue/pr have since been added to help with the training, because that is what was pending.
