Add support for Webp in php build #852

Hi,
I'm using nextcloud, which uses php:7.3-apache-stretch.

I wanted to add webp support to nextcloud, but get this error:

No WEBP support in this PHP build

The PHP version in the container is missing webp support. Can you please add it?

I found out it can be modified in the nextcloud container ( nextcloud/docker#785 ). so closing it
