So I thought of a (good?) suggestion. First of all it'd be visible for staff only.
Add a field to the bot's page or staff page where we can see when was the bot was last online, cause for example: let's say bot is in the queue, but is offline, in that case, contacting the owner and asking him to boot up the bot is stupid, as they'll boot it up purposely to get approved and then they'll continue shutting it down every few hours.
