Ticket numbers

The easiest solution to #418 is for numbers to be globally unique (so the counter is shared between guilds).

• Remove entirely
  • The channel ID is the only ID
  • Channels named like #ticket-eartharoid
  • You can still see how many tickets have been made in your guild
• Globally unique
  • Tickets still have numbers, but there is a single #1 in the database, not one per guild
  • You can still see how many tickets have been made in your guild
• Nothing
  • Continue with per-guild counters, fix the problem another way
  • Just got a lot easier
