Determine if it would be good for https doc loader to only run on status checks #23

Presently, there is no config option to only enable the HTTPS doc loader when checking the status of a credential. Checking the status may be the only time this feature is needed. Because of these two things, it is presently enabled by default -- we may be able to restrict it to only be used for status checks.
