Income/Deduction with a future endDate;

1. Do we want to eliminate an applicant with an endDate earlier than this year? Shouldn't they still be covered for claims before that date, that may be made after that date? If the procedure were executed the day before the endDate, the applicant would not be eliminated, but if it were run a day later, (s)he would be. What is the logic needed here?
2. Sarah said to include Income/Deduction with a future endDate; exclude any with an endDate from the time of the execution of the procedure or before.
