Tax filer status evidence should respect end-dating

When pulling tax filer evidence, if person was a non-filer in a prior year, that evidence should not be included. In other words, exclude tax filer evidence with an end date in the past.

Ideally this would be fixed in the next week or so.

@pegasus4848 Need to know status on this item...i.e., are we still getting multiple data elements for tax filer status per person? We should be getting only one. @thomasfahey says this data is affected by SuccessionID similar to HBX.
