Income pull came multiple times for same person from different ICs

When pulling income for projected eligibility, the pull results included incomes for other ICs for that same person. @pegasus4848 corrected this issues in the data manually for projected eligibility, need to know the level of effort to incorporate a real fix into the official income pull prior to final eligibility.

Ideally, we could fix this for the next set of ICs from Stephen Haines which will come through about Sep 27th.

Also, let's be sure that adjustments pull is correct, too, since I'm not clear whether or not it is affected by this issue.
