Delete old Observations

Delete old observations. For the official deployed app, delete all observations after 14 days, but for testing purposes (or for db storage constraints), maybe delete sooner (~3 days?)

Also, ensure that this will run in the background, even if the heroku servers fall asleep (if possible)
