Feature request : Mono repo

Hi dart team it would be great to be able to scaffold a mono repo with stagehand

As an avid mono_repo user, I'm unsure what that would look like. Unless you're setting up to use Travis, the mono_repo setup is just placing a pair of files in each library — a mono_pkg.yaml (often empty or with a single comment) and pubspec.yaml — plus a ``mono_repo.yaml``` file at the top level (again empty unless you're setting up Travis.)

I wonder if this would work better as a feature request on mono_repo: adding a mono_repo init command that would traverse a project and add the basic files?
