pip install dnutils error

When I used pip install pracmln, I got an error:

ERROR: Could not install packages due to an OSError: [Errno 20] Not a directory: 
'/private/var/folders/rp/g6jgsk7x2y14cw7zcwklj8xr0000gn/T/pip-install-
w5lagaaj/dnutils_8865e5412de149ea9a6a5f56080b256f/src/dnutils/version/__init__.py'

It seems the error is related to the pakage dnutils.
I use mac os 10.15, and python 3.7
I also met the same error when I use windows10.
