Spell Tag cannot be found

I've tried PokeNAV in Pokemon Tower, all floors, many many Gastlys/Haunters/Cubones.
All Cubones only had ThickClub, none of the Gastly/Haunter had any held items.

Am i doing something wrong?

OTHER ISSUES I'VE FOUND (BUT NOT GAMEBREAKING):
There's a Hiker in Route 21 with a broken name that messes up his chat and his encounter ("?" pokemon shows up in fight).
Sometimes i can't fly to a city i've already unlocked (Fuschia for example).

EDIT: I'd also like to use this post to congratulate the author danenders, this game is awesome, its a very nice port of my first Pokemon game to GBA and it's done absolutely perfect, great QoL and changes while keeping it as classic to the OG game as possible. Thank you so much for the 30hours+ i've played so far :)
