For me (currently on Mattermost 5.10.0 and with Chrome 74.0.3729.131) it still works.

yes of course I am using that.

The way I read the source of the extension is that it scans the open tabs in the current browser window for the mattermost tab and then has a regex to react on the unread messages count in the title.

So this naturally won't work if you do not have Mattermost open in your browser.
