For people who want this enabled all the time (not just $ENV{AUTOMATED_TESTING}), having a dump on every fail during development is awful.

Possibly, we should avoid dumping if we can detect .git, .svn, etc. See skip_vcs rules in PIR for a list to check.

That would make developer lives better, but still inflict dump %INC on fail behavior on end users and smokers.
