route to request to be added to allowlist

Depends on #127 and #128

The idea would be a user can hit this route (using the SDK) to request to be added to the allowlist on a resource. We will have to work on the frontend to figure out what's feasible, but we have a request to get the ACCESS ID.

The route would send an email to the HPC admin email (needs to be added to the configs) for them to click allow/deny.
