GitHub actions refresh-monitor-status-* fail to execute curl command #28

I'm not sure these actions are structured correctly. I wasn't able to get them to refresh the monitor status page. The curl command is executed and the page is returned, but it fails to start the tests. There is a flash message in the returned HTML that says access denied.
