LGTM! I have not built this locally but I presume you have. I am giving my approval. However, I'd suggest we wait until @sampsyo gets his eyes on this: it's public-facing and I haven't approved changes to the website before!

Adds a header and blurb about Rio to a new section titled 'Software-Defined Networking' on the Capra homepage. Currently links to the Git Repository, but future work can entail developing a more robust webpage for Rio specifically.
