File management best practice
For every directory in this repo, create a repo that describes what is in the directory and what the items are or do

NOTE: for derivative file directories, the read.mes should be in the higher level directories bc the lower folders (entries/xml/txt) are deleted when update.py is run so that the files can be "overwritten"
