Operator messages include:

updates to allowance state
alerts in case of pending packets

Requirements:

discord bot
telegram bot
git action for allowance update messages
updates to metrics exporter for sending packet status
grafana webhook for pending packet alerts

Possibly needs to consider one-sided chat initiation on the user side (bots can't send messages to users who didn't init a chat)
