change "POLIS_ROOT=/app/" to "CONFIG_PATH=/app/config/"
move config copy from math to new container
migrate node apps/containers to convict
confirm all process.env are removed
extend config container to support other containers (math will be last)
grep for various config conventions
move server/src/utils/constants into config
figure out local docker registry: https://docs.docker.com/registry/deploying/
