Hi,

Similar to #40, but this time it seems that for the past ~3 weeks I'm very consistently getting 503 Service Unavailable and 503 All backends failed or unhealthy. The URL my script tries first is https://api.cpantesters.org/v3/release/dist/Algorithm-Odometer-Tiny/0.04, but it seems the whole API is down.
